Joshu heard about a monk who was supposedly enlightened. He went to see the monk, but found him sitting in meditation. He walked 100 feet past the monk, then retraced his steps, and asked "What is the truth?" The monk silently raised his right fist. Joshu responded, "The water is much too shallow to anchor here."
Later, Joshu heard of another monk who was supposedly enlightened. He went to see the monk, and found him sitting in meditation. Joshu walked 100 feet past the monk, then retraced his steps, and asked, "What is the truth?" The monk silently raised his right fist. Joshu responded, "Ahh, you have the power to give or take away life and death."
Both monks responded to the same question in exactly the same way. How did Joshu know that the first monk was NOT enlightened and that the second monk was?

Because Joshu was enlightened. This is excellent answer! I don't know whether you are correct or wrong, but you think very sharply. Thinking is the last thing that's needed here. The goal is to answer instantly before thinking can be engaged. Something other than thinking is required.

If any correct answers to formal koans get posted here, they'll be deleted. Wrong answers will not be deleted because wrong answers won't offer any help. FWIW, there are an infinite number of possible wrong answers to any koan.

Hyakujo wished to send a monk to open a new monastery. He told his pupils that whoever answered a question most ably would be appointed. Placing a water vase on the ground, he asked: "Who can say what this is without calling its name?"
The chief monk said: "No one can call it a wooden shoe."
Isan, the cooking monk, tipped over the vase with his foot and went out.
Hyakujo smiled and said: "The chief monk loses." And Isan became the master of the new monastery
